GuangminghydropowerⅡ-stage construction is located in Antu County Jilinprovince, using long diversion tunnel,the project diverts water from Four WhiteRiver and Five White River to the already-built Drama River station, upstream ofGuangming hydropower station phase Ⅰ, and installs generating sets at the outlet ofdiversion tunnel and peace Station, with tail water into the Three White River, thestep hydropower station over Three White River on benefit. Total installed capacity ofPower station is12300KW, including power station one(diversion part) installed2300KW, power station two installed10000KW (compatibilization part). Annualaverage generating capacity is5061*104(the first set of4482×104) Kw.h,downstream step hydropower station annual average increasing generating capacity is1458×104Kw.h, better efficiency.The water divertion program comprises diversion tunnel inlet and outlet, surgeshaft, and diversion tunnel total length11525meters, diameter3.3meters, which is asmall and long tunnel. In order to accelerate construction progress, there are sixoperation positions including four branches tunnels and inlet and outlet. As a result,long and so many operation area, short time limit are the problems of the project. Thereasonable arrangement of construction general layout, the planning and control ofthe construction schedule, quality control, safety control for the project, has a key roleto the project.Through the analysis of the implementation of the project construction siteconditions, combined with advanced methods of project management, from theoverall layout, research of construction schedule, the implementation of quality andsafety control aspects, this paper formulates the reasonable suitable forimplementation of this project, which is conducive to the early implementation of theproject successfully completed. Due to the long construction period and many correct compilation, reasonable arrangement of construction general layout and constructionschedule is particularly important. If the construction general layout arrangement isunreasonable, the project implementation process will be not smooth. For example,equipment selection unreasonable, resources, equipment and personnel error lowutilization efficiency, the construction site not suitable for the implementation of theproject, will cause serious influence and projects can not be completed according toplan. And the correct preparation of project general construction plan is the basis of,whether lthe whole project can be established according to the completion of theconstruction period. Working out the project schedule, and tracking, analysis,correction and so on, are effective measures to control the progress of the project.There is very important significance to make out effective quality managementmeasures and safety management measures which is an important factor affecting theprogress of project. Since the project exists problems such as length, hole size,difficult to concrete lining of the diversion tunnel excavation, If construction qualitycontrol is not good in the course of construction, quality defect repair will be verydifficult, and this will have a significant impact on construction period, constructioncost, construction safety. The project construction distribution is wide and theconstruction plane distance is relatively far, there are difficulties for theadministration of production safety, which will bring the project shut-down, staffenthusiasm drops consequences.In this paper, through the establishment of project schedule management, qualitymanagement, safety management system, make the various factors clear thatinfluence the implementation process of the project, and establish technical protectionmeasures, system security measures, personnel security measures system. Making adetailed schedule, is useful for the project management staff at any time for tracking,timely comparison schedule and plan, formulate rectification measures. Qualitymanagement and safety management system establishment, personnel responsibility,measures guarantee the implementation of the quality management and safetymanagement, as much as possible to exclude the effects of quality, safety andprogress of the project, to ensure the smooth implementation of the project.
