With the increasing of car sales in this year, the problem of road vehicle management isbecoming more and more difficult, for example, traffic accident, traffic jam, parking and car theft.This paper puts forward a vehicle monitoring system based on.NET platform, which is based onmarket trends and user needs. As a branch research direction of telematics, the system is a set ofglobal satellite positioning technology, modern communication technology, field bus technique andGIS technology.The key function of the system is to transmit the state of vehicleinformation(including geographical coordinate, speed and so on)through the GRPS network via theinternet to the monitoring center server, and client monitor vehicle’s state by accessing the server.This system can be applied to fleet management, vehicle theft and other fields. It provides a goodway for fleet management, at the same time, it can improve the safety and efficiency of vehicles, soit has a good application value.The whole system can be divided into three parts: vehicle state information collection terminal,communication network and monitoring center. The vehicle terminal is to collect vehicle dynamicinformation and to receive instructions from the monitoring center, which communicate with themonitoring center through the mobile communication networking and internet; The monitoringcenter is used to store and process data, which is based on.NET platform using C/S architecture toprovide a good interactive interface.The paper firstly analyzed the current development status and characteristics of telematics,combined with telematics technology given the overall design of the system in this paper, anddescribed some key involved technologies(including GPS, GPRS, Baidu map API and OBDcommunication protocol). Then, the vehicle terminal hardware and monitoring center software aredesigned in detail, and the method of implementation are presented in the back. Finally, we buildeda practical testing environment to verify the expected realization function of this system, In thisprocess, we find some deficiencies, also given some relevant suggestions and summary.
