| With the constant improvement railway train speed,load increasing and large quantities of new technology,new equipment put into use,also put forward higher request for railway security,the role of rail safety risk control management highlights.From the point of railway industry,safety is a matter of people’s life and property security,directly affect the social stability and railway management benefit.Train operation organization as an important part of railway transportation,the safety importance is self-evident.Rail safety management work the introduction of risk management measures,to ensure the safety of railway transportation,ensure the security of the railway construction has played a positive role in promoting.But there are still some problems cannot be ignored: it is a rail safety risk identification mainly concentrated in the field operation link,to identify management level there is little,can’t be closed loop management;2 it is used in the railway transport safety risk assessment methods are mainly qualitative,quantitative risk because the value of the risk of the frequency and harm extent of statistical data collection and analysis work is not yet perfect,at the same time affect the railway transport safety risk assessment indicators is more,stations and other grass-roots production unit of quantitative risk assessment work is difficult,so mainly USES the qualitative evaluation method.And qualitative evaluation method is affected by man-made factors such as experience and subjective preference,the assessment result accuracy is lower,the risk classification management and the implementation of control measures.In this paper,by applying the scientific method for safety risk management in risk identification,risk assessment,risk control as the main line,analysis of daily work practice summary,research mainly in the following aspects: one is risk identification,point out the risk project,risk points in driving operation;Second,risk assessment,using the combination of qualitative and quantitative analysis method to evaluate the risk of driving,was graded according to the harm degree,priority degree of major risk factors and risk source;Three is risk control method for project risk and risk points,control related rules and regulations,formulate the corresponding field operation,management layer of safety control measures,strengthen the daily security risk management,to ensure the operation safety of driving.In order to further improve the system of safety risk management,this research intends to train operation safety management can be divided into hair car,shunting,regulations and management,the construction of four types of risk in risk management.Based on field investigation and consulting relevant data of all kinds of homework,supplementary identification security risk points,based on the analytic hierarchy process quantitative analysis and qualitative analysis on the basis of experience,collect corporation,each railway administrations,segment,the station safety management rules and regulations,combining the reality of taiyuan railway bureau spot,contrast analysis and discussion with professional management personnel,strengthening security risk control. |
