With China’s rapid economic development, urbanization increasing and more and more immigrants move into cities. This situation brings tremendous pressure to big cities and makes the traffic congestion problem more serious. In order to release the congestion phenomenon, the gorvenment has delicated a lot effort to develop the public transportation. However, it lags far behind the pace of population and vehicle development. This makes it difficult to maintain a balance between the supply of road and traffic demand, resulting in frequent traffic congestion. And the traffic congestion and other problems will inevitably bring travel difficulties, decline in living standards, increasing transportation costs and environmental pollution. Thereby affecting the city’s image, reducing residents’ happiness, causing economic and social losses is difficult to repair.In order to release the pressure of urban road and make full use of the water space along the coastal cities, this paper seeks to diversify the city public transportation from the perspective of developing waterborne public transport. Compared to road-based public transport, waterborne public transport can provide a more comfortable transit service.In this paper, an optimization method for waterbus network optimization and operation strategy is proposed. In the method, candidate hub ports are selected by comprehensive evaluation at first, and then an optimization model is built. This model comprehensively considers both the interests of passengers and operator both the interests of passengers and operators by optimizing waterbus line planning and operation strategy. And Zhoushan city in China is chosen as the studied case to test the proposed method. Concerning that waterborne transportation form can be easily influenced by weather, this paper also do research on the emergency plan selection when special weather occurs and the waterbus has to be shut down.
