With the continuous development of highway construction, transport volume increase dramatically. However, the consequent problems, such as overload and over-capacity transportation for various vehicles, are increasing rapidly, which severely damage the life of the road and threaten traffic safety. Especially in the northern region of Inner Mongolia, due to vast territory, sparsely inhabited and highway extension, toll stations are far apart from each other. Although traditional wired transmission is stable and reliable, the cost for long distance wired transmission is unacceptable. Therefore, it is extremely urgent to transmit data by wireless transmission form.In this paper, we design a data transmission system targeting this problem based on GPRS network. System is divided into three parts, toll stations, section center and control center. When vehicles go through, the peripheral equipment of toll stations upload the vehicles data to toll station software through the serial port, and software determine whether the vehicle is overweight. If overload, alarm directly and capture images immediately. The data will be stored at local database first, and then, data will be processed by software. Some simplified useful information will be packaged and processed by TCP/IP protocol. Finally, the information will be transmitted to section center through GPRS network and Internet. Section center is connected with control center via optical fiber. We adopt socket network programming to interact data between section center and control center. Among the three levels, a mode of local preservation and progressive upload is adopted, which retains vehicle information in each level. Even if some network failures occur in one end, the information can be stored temporarily at local database and upload later until the network is restored.The system adopts Microsoft Visual Studio2008as development tools, VB.NET as programming language, and SQL Server2005as a background database. It achieves a series of work from toll stations in remote areas to section center and control center, for instance, transmission of data, images in real time, issue orders to subordinates, etc. However, there are still some problems that need to improve in the future.
