With the acceleration of urbanization in recent years, here comes a new wave of planning and construction of tourism area. Extensive exploitation that has been employed in order to pursue short-term economic benefits has resulted in destruction of the environment and sustainable use of resources of the tourist area. Referring mainly to urban methodology and controlled content,"Tourism Planning Law" is weak at guiding the regulatory planning and lacking of specific considerations for tourism area, whereas "Town and Country Planning Act" and "Scenic Area Planning Norms" include more comprehensive and specific guidelines for regulatory planning, which can be used as reference for regulatory planning for tourism area. However, the methodology and index system of concrete elements regarding regulatory planning for urban and scenic area is aimed at urban development and protection and construction of scenic area, the both therefore are not able to fully embody the nature of ’reservation development". The research focus of regulatory planning for tourism area varies among subject backgrounds and disciplines, which leads to mixed achievements on regulatory planning and fails to effectively guide regulatory planning and implementation of tourism area.China is super mountainous country with hilly area accounting for up to2/3which has created rich mountain tourism resources. As a result, the development of mountain tourism sees broad prospects in the future. Compared to other types of tourism area, mountain tourist area features high ecological fragility and irreversible nature of damage to the ecological environment etc. Domestic and overseas regulatory planning study on mountain tourist area is in its infancy without a targeted planning approach being formed yet. This study is set up based on the above context.The dissertation provides a summary of various existing issues about regulatory planning for mountain tourism area and an in-depth analyse of the necessity of establishing regulatory planning for mountain tourism area on the basis of comments made for current theoretical research and practical experience. Through drawing several domestic and overseas fundamental theory on mountain tourism area planning, this study compares similarities and differences between mountain tourism planning and scenic area planning, deeply analyses factors affecting regulatory planning for mountain tourism area, and builds a system of key elements of regulatory planning for mountain tourism area according to activities on ecology, resource, construction and behaviours. Combined with specific control indexes on urban and scenic regulatory planning, the dissertation proposes a system of key control elements which contains eleven topics including ecological sub-region control, ecological capacity control, environmental protection control, landscape style control, protection and development of tourism resources control, land-use control, building construction control, supporting facilities control, sightseeing control, traffic control, and environmental protection control; and further explains corresponding content regarding each control element so as to guide regulatory planning practice within mountain tourism areas. With respect to regulatory planning for urban and scenic area, the planning focus of mountain tourism area has been extended and transformed. Based on the core of sustainable use of resources, the content associated with ecological sub-region control, protection of tourism resource control and landscape style control etc. are added to planning content with an introduction of urban design guideline, which strengthens the targeted nature of regulatory planning for mountain tourism area.The idea of regulatory planning for mountain tourism area proposed in this dissertation is implemented in specific regulatory planning assignments for Bei(North) Wu Dang Ecological Tourism Area. The theoretical research is therefore tested in practice and the feedback can be used to guide the further research on regulatory planning for mountain tourism area.
