Control detailed planning(regulatory plan for short)as a technique of planning and planning stage in China after thirty years of practice and improvement,has been widely used in city planning.In the practice of regulatory plan as an effective control of city land use and the technical means to strengthen the management of the city,has become a combination of planning and management,plays an important role in the development of city construction in 2008,the " The Town and Country Planning Act" promulgated to further enhance the regulatory role and legal status.But in recent years,due to the rapid development of market economy,the present stage development plan has been unable to control the reasonable scientific prediction of the development trend of market economy and effectively guide the city development,but often to meet the needs of the market economy has been a breakthrough,did not play in guiding the urban construction aspects of regulatory role.Especially in the underdeveloped areas of Guangdong,the local development and strong city,is also facing the transformation and upgrading of industries,especially how to through the planning control regulations to prevent the city land development "negative externality" effect and ensure the supply of public goods,has become a key issue to consider when the local control planning.Based on this,the preparation of the paper to control rules as the research object,through a comprehensive analysis of the control planning issues,with a view to the underdeveloped regions of Guangdong to adapt to the optimization strategy of the control planning of new demand in the new situation.This paper is divided into six chapters: the first chapter is the introduction,which mainly introduces the research background of the paper,and leads to the object,purpose,significance,method and research framework of this paper.The second chapter introduces the background,development and function of regulatory plan.By studying the regulatory plan and related planning at home and abroad,we analyze and summarize the practical experience of regulatory planning and related planning at home and abroad,so as to provide reference for regulatory planning in less developed areas.The third chapter first introduces the status quo of the underdeveloped areas in Guangdong province.By analyzing the current situation of the regulatory planning in the less developed areas,it summarizes the three major problems in the compilation of control regulations,such as poor compilation system,backward technology and lagging behind the mechanism.The fourth chapter in the underdeveloped areas control planning problems,put forward to perfect the planning planning system,improve the overall control;technical improvement method establishment,improve scientific planning;perfecting system construction system,improve the rationality of the control planning strategy in three major areas.The fifth chapter is the case study.Combined with the compilation of Taishan east area regulatory plan,it expounds the actual application of regulatory strategy,and reflects on the shortcomings of the plan.The sixth chapter is the conclusion,summarizing the main views and shortcomings of this article,and looking forward to the development direction of the regulation.
