At present, our country vigorously carry out land consolidation and development work, comprehensive treatment on the field, water, roads, forests and villages through engineering measures, which effectively increase the area of cultivated land and optimize the conditions for agricultural production, ultimately to achieve the effect of increasing production area. Before and after finishing the cultivated land area can be measured directly by mathematical method, but it is difficult to define and measure quality of cultivated land change, so it is necessary to carry out before and after the land consolidation of cultivated land quality evaluation research. Land consolidation involved in land leveling, farmland roads and irrigation, which have a great influence on the quality of cultivated land, but no specific measure the influence degree in planning and design, especially for the improvement of soil fertility index, in land consolidation report also failed to pass the data.Land consolidation plans, construction plans and implementation reports can provide detailed planning data, use the relevant data and information to carry quantitative or qualitative analysis, in this way, we can generally judge the quality of cultivated land change before and after land consolidation. By comparing the current land use and land consolidation planning data, use of spatial analysis, topology analysis function to update the information such as land leveling, road traffic, irrigation and drainage conditions. At the same time supplemented by physical and chemical soil sampling survey data, adopt the method of space assignment updates the physical and chemical data.Taking the land consolidation of three townships in Huangbao town, BaoKangXian County project as an example, starting from the arable land quality, research carried out in a small scale before and after the land consolidation of arable land quality evaluation method. On the basis of land consolidation CAD maps data, explore the basic ideas and methods to build quality evaluation of arable land spatial database and outline the basic process of building database. Comprehensive analysis the impact on the quality of arable land which from land formation works, road works and farmland water conservancy projects, the use of AHP and Delphi method to select evaluation indexes and classification of weights. Plot method is used to divide the arable land quality evaluation units and construct the arable land quality evaluation index system based on land consolidation. According to the type of evaluation indexes could be divided into the soil properties, land consolidation, irrigation and farm roads. Using different methods of quantitative evaluation index, combining with the spatial database and soil sampling data, GIS spatial method is used to update the evaluation index.Calculate the natural quality indexes of cultivated land before and after land con solidation and rank them, then analyse the change of the quality of cultivated land befo re and after land consolidation.Land consolidation is the physical structure of the land to be adjusted and improve its water and heat conditions for increasing agricultural production. Evaluation is a comprehensive assessment of the quality of farmland. In summary, the measures considered land consolidation project information can be used to update the arable land quality evaluation.
