With the development of China’s economy farmland is decreasing year by year.It’s difficult to relize the divination balance.The large differences of a in quality of arable land, land degradation and soil fertility decline. Cultivated land quality problem caused the concern of more and more people. In order to ensure the problem of feeding1.3billion people, the state has adopted a series of laws, regulations, policy documents,which as a basic national policy to prohibite to exceed18million mu of arable land red line, protect. This study relaying on the land consolidation of Nanhe conduct the quality evaluation based on the land consolidation project, to provide a scientific basis for soil land consolidation and performance evaluation.On the basis of the research progress of the Review of domestic and foreign, this article evaluate the quality of arable land before and after land consolidation. The article selected some indexs such as layer thickness, the content of soil organic matter, field regularity,field flatness, road access, irrigation conditions.Useing Analytic Hierarchy Process to determine the index weight and drawing thematic maps for each index. The reaserch indicators raster spatial weighted composite and calculate the score of the evaluation unit. And then divided the arable land quality grade basis for the score to obtaine the changes of the quality of arable land level before and after land consolidation. Binding study area before and after finishing all kinds of arable land statistics before and after finishing arable land overall level, and further calculate the value-added coefficient before and after finishing the overall quality of arable land,based on the average score to calculate the exchange coefficients of the various grades of cultivated land.This article take the land consolidation project of Nanhe for example,measure the spatial distribution and proportion of arable land each grade before and after land consolidation. The first class to the total region of1.49%, the second class to the total region of40.16%,the third class to the total region of53.68%,the fourth class to the total region of4.67%.With the same criteria for the classification,the quality of cultivated land after land consolidation is also divided into five levels. The first class account for the38.37%of the total region. The second class account for the57.90%of the total region. The third class account for the3.38%of the total region and the fourth class account for the0.35%of the total region. The arable overall level is133864.The value-added factor of arable overall level is1.3053.Estimate the arable land quality exchange coefficients of different grades which can be as the basis of Land compensation.
