With the development of mobile Internet technology, embedded mobile terminal system, mobile GIS ushered in unprecedented new opportunities for its development. At the same time, the diversity demand and development popular application comes provide a more extensive design reference and functionality experiences for the professional application. According to the Ministry of Agriculture, Fertilization Technical Specifications, this paper discussed the key technologies of mobile GIS based on ArcGIS for Android, taking design and implement of mobile fertilization recommend system (MFRS) as example. Whitch include the application component model and operational mechanism, multi-threading, etc. in the Android platform environment, as well as communication between mobile client and server, publishing and loading of the online map, storage and loading of the offline data, GPS in the mobile and so on.The main characteristics and work of this paper include the following aspects:Firstly, in order to provide scientific and technical support for the application and popularize of soil testing and fertilizer technology, this paper combined and Integrated the mobile GIS technology based on ArcGIS for Android, Fertilization model, and the demand for fertilizer recommend. This is the main study feature of this paper.Secondly, through field demand research, this paper analyzed the main business, data, functional, and other non-functional demand for MFRS. Based on these, carried out the system selection and architecture design, functional design, database design, security design. These work laid the foundation for the development of MFRS.Thirdly, the development and implementation of MFRS. which include establishing the database and publishing the data service on the service side; and the main functions include client implementation system registry and rights management, basic functions of GIS, positioning function of GPS, inquiry of soil nutrient information, generation of fertilization proposal, management of fertilization knowledge model, upload and download of business data. All these meet the basic needs of mobile fertilizer business.Most important, in the process of this system’s development and implementation, the successful solution to the mobile GIS applications technical difficulties, especially the storage, management of the off-line business data, and synchronizedly upload the server.Due to limited time, fertilization model used this paper only consider the nutrient balance method, other factors to optimize program as too. Meanwhile, the system also needs further functional testing and optimization, and improve related functions. The key technologies in this system contain certain reference value in other industries mobile GIS applications.
