Study On Follow-up Management Mechanism Of Soil And Water Conservation Engineering In Northeast China

Northeast China is an important base for commerdial food production, playing adecisive role status in the national food safety system. However, the serious soilerosion has caused the decline and deterioration of soil structure and soil fertility,food production capacity significantly decreased. Facing the serious problem of soiland water loss, the Party Central Committee, the State Council and local governmentsat all levels participated in the work of prevention of soil erosion actively,especially in recent years, many policies about soil erosion prevention and controlwere introduced, has played a key role the prevention and control of soilerosion.Despite the constant construction of soil and water conservation engineering,but the phenomenon of "hilihgting approval, hilighting construction, ignoringmanagement"restricted the playing to comprehensive benefits of water and soilconservation engineering.This paper firstly summarized the status and model of govermence about soiland water erosion in Northeast China, the status of engineering managementmechanism of soil and water conservation in northeast area, the soil and waterconservation engineering management contents and management modes. In addition,the issues about management mechanism of soil and water conservation engineeringin northeast are introduced, and the responsibility is not clear, the engineering damage,insufficient capital investment, household management consciousness constitute theexisting problems in the engineering management of soil and water conservation.Further, a detailed analysis of influence factors on project monitoring management ofnortheast area of soil and water conservation,management mechanism, land contract,the government and the farmers and other factors are the factors which influence themanagement of soil and water conservation engineering. Finally, the correspondingsuggestion the management mechanism of soil and water conservation engineering isput forward, the main body of the management must be clear in the followi-up management; Set up rules and regulations to improve the management mechanism;Extensive publicity and education, through various channels to raise funds, funds forlater engineering management guarantee and public opinion atmosphere to ensure thewater and soil conservation engineering to play its proper role.
