This paper mainly makes use of Qing Dynasty Alashan Left Banner Mongolian file, combing with documents and materials and field work to study the Alashan area special group---Halha Chagaqin since the Qing Dynasty. Although Qing established leagues and banners in Mongolian area, various social and natural factors push forward the production of transprovincially Mongolian migrant group---Chagaqin Alta. Form and existence of Chagajin Alta brought changes to Alashan Heshuote Elute Banner in the aspects of language culture, population structure and faith.In the first part, the paper introduces friendly relationship between Alashan Heshuote Elute Banner and Halha three leagues and the state of frontier. In the second part, analyzes some social problems such as robbers, business activities, boundary overstepping problems, the form of Chagaqin Alta in Alashan area, and all these were caused by boundary problems that between Alashan Heshuote Elute Banner and Halha three leagues. In the third part, analyzes causes, procedure and influence of Alashan area Halha migrants in modern Inner Mongolia. The causes are mainly natural disasters, Mongolia revolution in1921, increase of military service, profiteer’s exploit. Alashan area Halha migrants made an impact on the local culture, population, faith and customs.
