The world has never been more closely connected than it is today, and every country has paid increasingly more attention to its international communication. China is not an exception. Taking "Let China go outside, let the world know China" as a goal, various media are making great efforts to introduce China to the outside world. In doing this, translation, as an indispensible bridge for China to go outside, plays a decisive role. Therefore, the quality of the translation directly determines the communicating effect.International publicity translation belongs to a kind of applied translation which covers such fields as translation, journalism, communication, psychology, and intercultural communication. And, based on specific purposes, translators have the obligation to "adapt" and even "rewrite" the publicity materials due to great differences between Eastern world and Western world in language, culture, ideology and so on."Adaptation" includes various methods like addition, deletion, summary, and revision. And "Rewriting" refers to "adaptation to a greater degree", which is a large-scale operation on the original text.Taking the Chinese-English translation of TV news as an example, this thesis explains the necessity of "rewriting" and summarizes the specific strategies based on "Skopostheorie". This theory provides a powerful theoretical ground for "rewriting" publicity materials, and its foundation-Theory of Translation Action holds that translation is a kind of purposeful human activity. Thus, for the same material, different translation purposes require different strategies, that is,"The End Justifies the Means".This thesis has three characteristics. First, fresh research topic; despite rich research findings concerning "adaptation","rewriting" in practical translation has been little discussed. Second, powerful examples; the examples in the article are chosen from the mainstream mediae-CNN and CCTV-9. Third, systematic and comprehensive study; having critically absorbed current research findings, the thesis has systematically analyzed, classified and summarized the main "rewriting" strategies-deletion and addition, restructuring, and creation. In Chapter Five, an integrated case study is conducted through comparative analysis.Through systematic study, it has been concluded that "rewriting" is necessary and important in international publicity translation, and it can greatly improve the communicating effect if used properly. Hopefully, this thesis may have certain implications upon studying international publicity translation.
