With the continuous development of various affairs in Liangshan region, cultural exchanges with other countries also progressively grows. International publicity translation of Yi culture becomes a common type of translation practice. The Yi culture is one of the most distinctive elements in Liangshan, and the purpose of introducing it to the world is to display the Yi’s customs as well as to let foreign readers have an objective understanding of the Yi people’s real life. In order to achieve this, it is worth of an indepth study on how to choose proper strategies and what principle should translators follow during the process of dealing with the text related to Yi culture.This thesis chooses Skopostheorie as the theoretical foundation because as the core theory of the functional translation theory, it regards translation as a purposeful intercultural action. The purpose of the translation action determines the translation strategies. That is, the end justifies the means. What the theory pays attention to is not the equivalence or perfect between the target text and the source text but the emphasis of choosing the optimal methods on the basis of analyzing the source text and aiming at the intended function of the target text. Thus it can be seen that this theory can be adopted as a suitable theoretical support to the study on the Chinese-English international publicity translation of Yi culture in Liangshan.Through consulting some former researches on the C-E international publicity translations, the author finds out that in C-E international publicity translation of Yi culture in Liangshan, translators should follow such principles as “three-closeness”, “adhering to correct political direction”, “highlighting the core information” and “making the target text concise, accurate and practical”. These principles are also in accord with the rules of Skopotheorie, that is, the skopos rule, coherence rule and fidelity rule. The principles together with the rules of Skopotheorie can be used to decide which translation strategy to apply in the translation process. This thesis adopts such methods as literature search, exemplification and comparative analysis in exploring the application of Skopostheorie and translation principles in the C-E international publicity translation of Yi culture in Liangshan.This thesis aims at drawing the attention of more translators to the work of C-E international publicity translation of Yi culture in Liangshan. The author expects that translators can choose the translation strategy flexibly according to the Skopostheorie and translation principles and produce more high-quality translations in order to make Yi people and their colorful culture in Liangshan known by more foreigners. By analyzing some typical examples selected from The Breeze from Liangshan, the author comes a conclusion that the Skopostheorie and the translation principles mentioned in this thesis are not only feasible, but also effective in the C-E international publicity translation of the Yi culture in Liangshan and other ethnic cultures as well.
