They undertook major responsibility for the management and delivery of welfare services on a day-to-day basis through a wide range of voluntary welfare organizations on the one hand and managed and arranged the source which was provided to the voluntary welfare orgnizations by state budget and the founding accumulated through the way of voluntary on the other hand.Therfore, the voluntary sector was a bridge of management and control, communicaton and coopration between government and the voluntary welfare orgnizaton. In order to expand the range of management on the voluntary welfare orgnization's standard of delivery and implement of welfare services,the government more closely wedded the voluntary sector to state bureaucracy.Today,the model of management by supervision between state and the voluntary welfare orgnzation becomes more maturer.The government is main provider of social welfare source, the voluntary sector is the manager of the voluntary welfare orgnizations,the voluntary welfare organization is deliverer and implementor of social welfare, and the structure of control and response among the there parts bases on providing and obtaining the source.Totally, the effect caused through the voluntary welfare orgnization'work model on the aspect of providng personal social service and basic welfare delivery and reducing the passive result of the widening disparities of wealth in the process of economic and socal transformation is obvious, and the power of voluntary welfare orgnizations to build an affluent and prosperous society is positive.
