The content of this paper is based on the historical records in the period of Emperor Liu Che, the data in the bamboo book used in ancient China and on the present research results. At the same time, we have make a comprehensive investigation on the imperial edicts written by Emperor Liu Che to seek talented persons, making an further analysis and discussion on the text of the imperial edicts and its features. Also, the author makes an further analysis and discussion on the influence on the personnel matters, the education and its culture of Han Dynasty.First, we have made a detailed analysis on the text of the imperial edicts for seeking talented persons written by Emperor Liu Che. Through the textual criticism to the official documents witten in the first year of Dynasty Yuan, the author thinks that the authenticity of this official documents is beyond disputation. Based on the investigation to the imperial edicts for seeking talented persons during Yuan Guang times, we found that the imperial edicts were not the original text, which were written in May of the first year of Yuan Guang times and in the fifth year of Yuan Guang times respectively. In fact, the edicts were the imperial edicts for discussing on some talented persons and some good policies; Based on the investigation to these two issues, we further proved out that the two imperial edicts were promulgated in two times seperately, and they were not the same imperial edict for seeking talentad persons; The imperial edicts for seeking talented persons in "Documentary on Emperor Wu in History of the Han Dynasty" written in the fifth year of Yuan Guang and the imperial edicts for seeking talented persons in "Documentary on Gongsun Hong in History of the Han Dynasty", or "Great historic writings of politicization" written in the same year were not the same one.Secondly, the author discusses the similarities and the differences between the imperial edicts for seeking talented persons written by Emperor Liu Che and the imperial edicts for seeking talented persons written in the beginning time of Dynasty Han. The author believes that the applicative form of the imperial edicts by Emperor Han have some inheritance and development from the imperial edicts written in the beginning time of Dynasty Han. On the aspect of selecting talented persons, there were some measures mainly based on Confucianism. This kind of change is due to the personal value orientation of Emperor Han on one hand, on the other hand, it is also determined by the social and political background at that time.Finally, the author discusses how the imperial edicts for seeking talented persons written by Emperor Liu Che influenced on the personnel system, the education system and academic culture of Dynasty Han. The author thinks that, as a pecular one of the recommendatory system of the Han dynasty, the application of the imperial edicts for seeking talented persons was in the primary stage of recommendatory system, which had not been perfect yet. Constantly adding new subjects to the imperial edicts for seeking talented persons and the promotion of getting talented persons played an important role in perfecting the personnel system of the Han dynasty. At that time, the recommendatory system formally began in the period of the emperor Han and got further development; the propotion of Confucian scholars in the goverment was also gradually increasing. And ultimately they became the essential part of the Han goverment with some cultural feudal officials. Some persons such as Dong Zhongshu and Gongsun Hong who get themselves position promoted by the imperial edicts in return promoted the establishment of the official education system in local authority of the Han dynasty, determining the system of education guided by the Confucianism of the Han empire. The talent orientation of the imperial edicts by Emperor Liu Che had a significant influence on Confucianism and Confucian scholars. Confucianism has obtained exclusive status, and hundreds of the other academic cultural schools are limited within the scope of common people; The inheritance of Confucianism was more widely popular and both the public education and private education made great development.
