The Northern Song Dynasty is not only an important stage of Shandong social history development, but also a talent turning point. During this period, the growth of the talent in Shandong had been slowed down. Among others,'Jinshi'ranking did not enter the forefront of the country, whose number was even smaller than that of a county in Fujian. In most districts in Shandong, there turned to be very few each year,which is obviously incredible. The present paper, with'Jinshi'as the center, attempts to find out the overview of talent development in Shandong, as well as the profound social content and features of the development of that time.The paper consists of five sections as follows.Section I: The political and geographical structure of Shandong. This is discussed from the point of the naming and evolution of districts in Shandong, focusing on the Northern Song Dynasty Administrative Region, which helps to straighten the distribution of talent.Section II: The study of Shandong'Jinshi'in Northern Song Dynasty. This section reviews some of the historical materials on the local records and statistical records of'Jinshi'in Ming and Qing Dynasties, whereby some mistakes are revealed. Through statistical testing and scientific history methods, the relatively accurate number of'Jinshi'is discovered.Section III: The distribution and social status change of'Jinshi'. With the help of relevant material and statistical measurement, this section discusses the situation of two generations of'Jinshi'in Tang and Song Dynasties, and those of different phases in the Northern Song Dynasty. In this way, the chronological and regional gaps are discovered. It is concluded that the talent developed slowly in Shandong at that time. Section IV: Causes of status change of the talent. This is discussed from the view of politics, economy, culture, etc. It is discovered that, at that time, the talents in Shandong developed slowly, largely due to some cultural factors.Section V: Conclusion. This section serves as the conclusion, attempting to present the developing pattern of the talent in Shandong in Northern Song Dynasty.
