At present a series of problems such as weak implementation, poor execution, and lackof evaluation feedback mechanism, exit in the field of financial support policies of culturalindustry in China. The significance of promoting industrial upgrading, enhancing therestructuring of cultural enterprises and institutions, and bringing more business resourceswere proposed in this paper. Development of cultural industry in China were divided intothree stages including infancy, innovation and comprehensive development. Correlation andlong-run equilibrium relationship between growth of the cultural industry and rate of facilitiesof the culture media listed were studied, and it was concluded that support policies for culturalprovided by industry financial regulators and policy implementing agencies, played asignificant role in promoting developing of China’s cultural industry. Further, the advantagesof countries with developed cultural industries, including diversification of investment andfinancing method, adequate funds for cultural industry development, Perfect channels forindirect support, and the ability of exporting cultural industries, were researched in our study.We proposed that a plenty of measures should be taken in China, such as to set uppolicy-oriented financial institutions, improve the intermediary service system, establishmechanism for risk compensation, and build a diversified investment entities Finally, theperfection of chief and market policies should be adopted to promote the development andprosperity of cultural industry in China.
