The reformation and upgrade of cultural industries is one of the most important part of China's reform. On the basis of rapid expansion in recently decades, China's cultural industries has entre into the "inflection point", so it is necessary for us to have a rational thinking. China's cultural industries has entre into the "inflection point" and "fork" which show from lack-production to over-production, and from dependent rely on policy to dependent rely on creativity and innovation. We should have a scientific attitude toward the development of cultural industries, which should abandon the manufacture thinking and pursue creation thinking. It is an important topic for us.The research of creativity in cultural industries is based on the thinking of "cultural creation" and "scientific policy". The creativity in cultural industries is the power which force the cultural industries to be high quality. Intellectual property is the core value of the cultural industries, and also be the carrier of creativity in cultural industry. The cultural industry policy system which creativity-target is the basic guarantee for the sustainable development of cultural industry. Based on this, we will carry out our research with the following thought and content.(1) The Logical of Our Research. We will consider the cultural industry policy under the fusion of cultural industry, intellectual property and creative motivation. We will clarify the correlation between the three elements in the theory, and arrange the policy reasonably under the fusion of the three elements.(2) The Two Gradation of Our Research. First, we will build a theoretical system of incentive model which involves the definition, properties, influencing factors and operation mechanism of the cultural industry creativity. Secondly, we will put forward some measures how to incentive the creativity in the cultural industry of China under the theoretical system of creativity in cultural industry. And then we will put forward some suggestions of the government's function which is perfect to the relationship between the subject and object of cultural industries. Finally, we will put forward some countermeasures for perfecting the copyright policy of animation industries of China under the target of creativity-incentive.(3)The Three Content of Our Research. We will interpret the running mechanism, the carrier of intellectual property and the incentive policy of creativity in cultural industries. Firstly, we discussed the definition, properties, influence elements, operation mechanism and effects of the creativity in cultural industries. Secondly, we analyzed the relationship between cultural industry and intellectual property and build a cycle motivation model of creativity in cultural industries. Thirdly, we put forward some suggestions about the policy of cultural industries, copyright industries and animation industries.On this basis, the full text is divided into eight chapters to discussed the above content.Chapter One:Introduction. This part we introduce the background, the significance, the research status, the research objectives, main contents, innovations, research methods and research ideas.Chapter Two:The properties, definition, and influential factors of creativity in cultural industries. Firstly, this dissertation analyzed the properties of the creativity in cultural industries under the comparison between individual or social and cultural perspective, individual creativity and cooperation creativity, scientific creativity and artistic creativity. And then this dissertation defined the creativity in cultural industries. Finally, this dissertation analyzed the influential factors of creativity in cultural industries.Chapter Three:The Operational Mechanism of Creativity in Cultural Industries. Firstly, we analyzed the construction of cultural industries. On this basis, we analyzed the operational mechanism and function of creativity in different stage of cultural industries.Chapter Four:The Carrier of Creativity in Cultural Industries. This part we the relationship between core value of cultural industries and intellectual property, the relationship between the function of intellectual property and cultural industries. And then this dissertation build a cycle motivation model of creativity in cultural industries which stimulate the creativity in incentive goal, incentive object and incentive mechanism.Chapter Five:The Incentive Policy of Creativity in Cultural Industries. Firstly, based on the empirical statistics, mining and analysis, this dissertation examined the present situation, characteristics and defects of cultural industries of China. Secondly, based on the data collection, statistics and analysis, we clarify the principal contradiction of cultural industries development in our country on the production and demand. Finally, we put forward some suggestions on how to perfect the development of cultural industries from three aspects under the creativity-simulate target.Chapter Six:The Perfection of Copyright Policy of Animation Industries of China. Firstly, we analyzed the situation of copyright policy of animation industries. And then summarized the typical countries'copyright policy of animation industry such as South Korea and Japan using the method of comparative analysis. Finally, we put forward five suggestions of perfecting our country's copyright policy of animation industries.Chapter Seven:The Government's Function of Copyright Industries of China. This part we analyzed the basic structure, the development situation of China's copyright industries. And then we discussed government's role and main functions of the creative-side and the market-side of China's copyright industries.Chapter Eight:Summary and Prospects. This part we summarized the main content of this dissertation, and then put forward the prospect for the next step.
