| As a symbol of new era, culture industry, playing a more and more important role in national economy progress, links human mental world and social productive systems closely. Meanwhile, with gradual development of the West Development Strategy, the culture industry in West China becomes prosper for its abundant cultural resources. As a consequence, strengthening development of the industry, increasing efficiency of the industry, and assisting economic and social development in the locality catch attraction of many scholars.In a view to input and output of the cultural development in different years, I chose the Data Envelopment Analysis (DEA) method to measure and calculate the efficiency of culture industry in the West China from2002until2010. Then, with Tobit mode, some factors that influenced the efficiency had been found. By doing so, I reached several following conclusions. First, from the overall point of view, there were low efficiencies in west provinces. Second, financial support from west governments can not meet demand of the culture industry observably. Third, in west region, culture economy could have utilized accumulative effect. Last, the culture economy was being restricted for bad financial environment.Respecting the above-mentioned facts, I propose four measures. First, the west provinces should take the opportunity of the reform of the cultural management system and increase financial support to the culture industry. Second, focusing on constructing cultural industry parks and personnel training, the west provinces should make the industry intensified and centralized. Third, with restoring stability to financial markets and improving financial service levels, the west region should offer more convenience for cultural corporations. Last, with perfecting local relevant law and regulation and strengthening legal cooperation with foreign states, the west region should built a level playing field for cultural corporations at home and abroad. |
