Study On The Cultural And Creative Industries:Core Elements And Its Operating Mechanism

In-depth development of the Economic Globalization, huge changes of the International Political Situation, and constant progress of the Science and Technology are leading to increasingly fierce competition among nations. In this situation, innovation and culture gradually evolved into comprehensive national strength competitiveness, and Cultural and Creative Industries emerged. Currently, China is at a critical turning point of building a moderately prosperous society, Cultural and Creative Industries have become an economic development option to adjust the economic structure, enhance the capability of independent innovation, and supported strongly by the government policy. In addition, the rapid development of the economy, the steady improvement of the living standard of the general public, and the significant increase in the cultural spirit consumer demand provided a broad space for development of the Cultural and Creative Industries. However, unlike other industries, through the full use of creative thinking, the Cultural and Creative Industries take the arts and cultural resources as a source of value, condensing into the awareness of cultural products, thus forming a high-end service. Therefore, it is necessary to study the model of development and analyze its core elements and operation mechanisms of the Cultural and Creative Industries.On the basis of finishing the theory of cultural and creative industries, this paper used the case analysis method and assumptions deductive method to explore its core elements and operation mechanism. First, through the analysis of typical cases at home and abroad, this paper explored the core elements of the Creative Industries, including strong cultural and creative ability, high absorptive capacity, the network structure, inclusive cultural environment, modern creative technology, adequate cultural industries capital and reasonable property protection system. Second, based on the VID variation imitate equation, the network structure theory, and the theory of the evolution of knowledge, this paper built a knowledge growth model combined with the seven core elements, to analyze the operation mechanism of the core elements. Finally, this paper analyzed the characteristics of the elements and the development strategies at different stages of development. At the gestation period, creative human capital is the key of the development, and attention should be paid to the construction of an inclusive cultural environment; At the development period, creative and imitative human capital is the key, and modern creative technology and adequate cultural industries capital is the protection of industries; At maturity period, training and introduction of the creative and imitative human capital is the key, and the industries development is relying on the construction of the intellectual property protection system.This paper studied the core elements and operation mechanism of the cultural and creative industries, clarified the key factors of the industries, and revealed the general law of industries development, in order to enrich the traditional industrial production theory and the theory of knowledge economy, to provide feasible suggestions for the bigger and stronger of the Cultural and Creative Industries, to promote the reform of the cultural system, to upgrade the cultural influence, and to enhance national competitiveness.
