Research On Policy Innovation Of Cultural And Creative Industries In Shaanxi Province

Cultural and creative industries policies play a very important role in the development of this industry. Those policies are easier to control than other industries’ policy because that the content of this industry cause some restrictions. Under the politics and economics’ double action, the cultural and creative industries are still in developing stage in our country. Academics are just getting started with this field and are lacking of an in-depth and a systematic research. Discussing cultural and creative industries policies in Shaan’xi Province, keeps us to think further about scientific and rationality of those policies, and helps us to get close to the perfection of the policies.This thesis combines theories in management, economics, communication and the other related subjects, has utilized the research methods of sociology, including content analysis, investigation analysis, comparative analysis, etc. By summarizing foreign cultural and creative industries theories and experiences, analyzing the current situation and policies of cultural and creative industries in Shaan’xi Province, the thesis discusses the reasons why the problems existing in the industries’ policies. The analysis finds that several reasons have caused those problems, which are: the administrative management system is existing malpractice, policy makers are short of ideas about industrial structure optimization, markets management system is rigidified.Good policies can protect the development of cultural and creative industries in Shaan’xi Province. It is important that we need to build our cultural and creative industries’ policy system by adjusting administrative management policies, industrial structure optimization policies and markets management policies. Only by improving the policies of this industry can we develop the cultural and creative industries in a better and a faster way.
