The Study On The Policy Of Cultural Resources Development In Tai’an

The18th national congress of the communist party of China made the clear report,push the power to socialist culture construction, and constantly enhance theinternational influence of Chinese culture. Insistent to put social benefit first, unifiedsocial benefit and economic benefit, promote cultural business prosperity, culturalindustries rapid development in an all-round way. To strengthen the construction ofmajor public cultural construction and cultural project, perfect the system of publiccultural services, improve the service efficiency, and promote the culture and theintegration of science and technology, development of new forms of operation in thecultural industry and cultural industry scale, intensive, specialization level. As one ofthe world’s ancient civilizations, China does not lack of outstanding cultural resources.From the Party Central Committee, the State Council to the local governments, haveintroduced the cultural resources development policy or plan one after another, for thecultural resources development has a positive role in advancing. But with the rapiddevelopment of economic and social, the cultural resources of our country, especiallythe cultural resources with local characteristics has been not scientific and effectivedeveloped, so that the cultural resources to promote the important role of spiritualcivilization and material civilization construction in our country cannot be reflected.Tai’an City as the national famous historical and cultural city, the cultural value ofmining resources and scientific and effective development is an epitome of localcultural resources development in China. Comparing with cultural resourcedevelopment of spiritual civilization and material civilization needs, the relevantculture resources development policy, planning, policy and system still has manydeficiencies in Tai’an, analysis its culture resources development problems andreasons, add on the basis of the combination of Tai’an city, take example by theexperience of the domestic advanced cultural resource development areas, putforward suggestions to perfect the Tai’an culture resources development policy, inorder to provide reference for China’s cultural resources development policy systemconstruction. In this paper, based on the theory of public policy, the culture resourcesdevelopment policy problems and the reasons were analyzed in Tai’an City andculture resources development countermeasures are put forward. This article isdivided into five chapters.The first chapter mainly on theoretical and analysis define the relevant concepts incultural resources development policy, describe the system. Culture resourcesdevelopment policy is a country in a certain period to achieve goals, for nationaleconomic and social development of public cultural resources development andmanagement or taking the floorboard of the code of conduct, rules or requirements.Cultural resources development policy may, in accordance with the detailed divisionlevel, category, etc. In concept and system in this paper, the definition, on the basis of combining the theory of public policy related content, proposed the applicability tothis article research.An overview of the second chapter is mainly to the cultural resourcesdevelopment in Tai’an and the evolution of the policy. Tai’an cultural resourcessurvey analysis mainly includes Tai’an classification, characteristics and function ofcultural resources, etc., on this basis, combing Tai’an culture resources developmentpolicies at different periods and analyzed.The third chapter is mainly focus on Tai’an cultural resources development andpolicy analysis of existing problems, plus explores the cause of the problem in Tai’anculture resources development policy.The fourth chapter is use the reference of the advanced area in the domesticcultural resources development policies, this paper chose culture resourcesdevelopment policies in Beijing, Jinan and Huang’shan area, and emphaticallyanalysis the content and characteristics of regional culture resources developmentpolicy in the above areas, and summarized its policy experience, in order to providereference for Tai’an culture resources development policy.The fifth chapter is the suggestions to perfect Tai’an cultural resourcesdevelopment policy. Mainly from strengthens the cultural resources developmentpolicy system support,improve the cultural resources development policy formulation,implementation, evaluation process, establish the platform of government servicesand guarantee the countermeasures, in order to promote culture resources ofsustainable development have a positive effect, thereby improve policy system for thedevelopment of cultural resources in Tai’an.
