The Assessment Of Cultural Resources In Dayawan Economic And Technological Development Zone Of Huizhou City

At present, China is increasing emphasis on the transformation and upgrading of economic development mode, more and more emphasis on the important role of culture on social construction, more and more attention both to the quality of economic development and culture of the people’s spiritual life on the pursuit. Because cultural resources have the dual attributes of culture and resources, the development of it is not only the exploration of the development path of new-type economy, but also the most direct way to meet the increasing spiritual and cultural needs of the people.Under this background, in recent years, the collection and classification of local unique cultural resources have been exerted national-wide, focusing on introducing plenty of relevant policies, through the protection and development, which is scientific and rational, of local cultural resources to promote sustainable development and steady progress of local economy.The evaluation of cultural resources is not only a progress of comprehensive understanding cultural resources, but also can provide a scientific basis for the exploitation of cultural resources. Currently, domestic research in this area for less, especially the quantitative assessment of cultural resources is very few. The assessment of the material and intangible cultural heritage at all levels is mainly based on qualitative evaluation methods right now. This paper takes Dayawan District of Huizhou city as the research object of cultural resource evaluation. One is because the domestic research on cultural resources of this land is almost blank, and the cultural resources of this land which has open field for research are abundant.The second is through the research on the evaluation of cultural resources in Dayawan, it can also provide theoretical reference for the development of cultural resources in other regions of China.Dayawan is located in the Pearl River Delta, which is a national economic and Technological Development Zone, and owes a wealth of marine cultural resources. In addition, its industrial development is better,with a more lucrative economic base. But contrastively, the development of the cultural industry is relatively slow for now. It can be seen that good resource endowment and strong economic foundation provide the development and exploitation of local cultural resources with a more favorable prerequisite. However, the evaluation of Dayawan’s cultural resources must precede a series of work like planning and development, it is an important basis for judging the value of resources, and it can provide scientific guidance for the direction of the development of local cultural resources as well.Firstly, on the basis of the research on the boundary, characteristics and value of cultural resources, this thesis puts forward four aspects, w:hich are the resource endowment, the resource utility, the development expectation and the inheritance ability, the four aspects which influence the assessment of cultural resources. Secondly, establish the corresponding evaluation index from the above four aspects respectively, and construct the cultural resource evaluation model by using the method of the combination of the Attribute Hierarchy Model method (AHM) and the Technique for Order Preference by Similarity to an Ideal Solution method (TOPSIS). Thirdly, the paper establishes the scoring standard of cultural resources index, which is for experts’ estimation, by collecting and sorting out the relevant information of Dayawan’s cultural resources. Finally, sort the cultural resources in Dayawan through the evaluation model constructed in this paper. Besides,provide advice on the development and protection of cultural resources,according to the final assessment results and combined with Dayawan local economic development. The evaluation of cultural resources in Dayawan has promoted the transformation of the evaluation results of cultural resource from theory to practice. What’s more, it indicates that the assessment of cultural resources has a great significance to the development of cultural resources, also illustrates that cultural resources are irreplaceable internal driving force in the sustainable development of local economy.
