Qingshui belief is one of Fujian’s four folk beliefs, its main area of dissemination not limited in Fujian. Qingshui belief spread over motherland mainland, Taiwan and Southeast Asia and other regions,the sub furnace is widely and it has many believers."Gods Concept" and ritual are the two core elements of folk belief studies, it reflectsthe the relationship between people and people, people and God, official and local, control and anti-control. This paper was based on field investigation, and combining the knowledge of history, religious studies, anthropology theory, and descripted andanalysed the "Gods Concept" and ritual of Qingshui which is well-known to every household in Fujian Southern. It mainly discussed several issues, such as, the relationship between Qingshui, official, squires and believers during the process of formationand development about Qingshui’s "Gods Concept". The special relationship between the worship of the rotating system, headman’s civil authority, reciprocity on peopleand God, which developed from the process of ritual under the clan system of Fujian Southern. The affinity relationship between ancestral temple and sub-temples, the function and significance of sub-temples’pilgrimage, the symbol of the ruling order on the formation process of temple social network.
