The Research On The Establishment And Sustainable Development Of The Village Library In Heilongjiang Province

The project of the village library was sponsored and implemented by the formerState Press and Publication Administration and other eight ministries in2007. Thisproject has been listed as one of the five major projects of the country’s publiccultural service system construction. It is also one of the key people-benefit culturalprojects in rural areas which determined by the Central Party and the StateDepartment. At present, in2012, all the work of the libraries construction wascompleted, three years ahead of the schedule. When the village libraries achieve thefull coverage in rural areas across the country, peasants will be able to enjoy thepublic cultural service conveniently provided by the government like the citizens.The author attempts to tease out the overall situation of the construction of thevillage library in Heilongjiang Province, sum up the experience of the project, findout the problems and seek the effective operating countermeasures to do a good jobof the sustainable development of the village library under the new situation. It isimportant to further strengthen the construction of public cultural service system andenrich the cultural life in rural areas. Although China has basically realized the fullcoverage of village libraries in rural areas, the libraries haven’t been used effectivelyin some areas. Therefore, the sustainable development of village library has becomea piece of difficult and important work that needs to be solved urgently. In additionto the assist and support of the country’s leading and financial sectors and otherrelevant departments, how to expand the function of village library constantly,increase the vitality, improve the ability of communication and the deployment of thekinds of the books can be the important aspects of sustainable development of thevillage libraries. In order to make the libraries ever-lasting, firstly, we should absorb the experience of other provinces, consolidate the achievement actively. At the sametime, starting from the resources integration, establishing the sound supportingmeasure and giving great impetus to the construction of the digital village library, weshould explore new ways of development actively to provide the peasants with theservices more convenient and swift. Finally, we should try to build a kind ofmanagement and operation mode of the village library that can be compatible withthe level of economic and social development to promote the sustainabledevelopment of the village library project at a higher level.
