Art education has a dual property including education attribute and the socialpublic property, and high school education is the bridge to higher education for thefoundation education, and the training of art college entrance examination is effectiveconnection between rigid demand for education and school education. In1998, in orderto meet the needs of society for talents education and improve the national qualityeducation, our country’s higher education increase the enrollment to the whole society,and art and non-art colleges blindly follow the trend of the enrollment expansion,increasing the art enrollment and adding or establishing more art majors to make highereducation put the cart before the horse, which is a special phenomenon in thedevelopment of higher education in China. The reason is the principle of the highereducation’s economic benefit maximization, and the cultural grade required by the artcollege entrance examination is far below the ordinary college entrance examination,and because of the pressure of parents’ rigid entrance requirements and the schools’enrolment rates, the art college entrance examination becomes a shortcut for students toenter a university. And the partial college entrance examination makes art collegeentrance examination hot, so the training market of art college entrance examinationcontinues to be amplified to form a stream-lined training model, and a variety of reasonsdirectly boost the training market of art college entrance examination, which causes thatthe whole training market is very chaotic, and the decrease of the quality of the trainingand the lack of the institutions’ management. Analyzing deeply the society market’ssupply and demand relationship of the art professionals, revealing the chain relationshipof the training market’s potential benefits of the art college entrance examination,searching for the educational administration’s root of the education’s public service,analyzing the balance of the market rules and the government guidance, researching thecrux of the art education’s reform and trend, having a huge role in promoting andimplementing the operation for the chaotic training market management of art collegeentrance examination, and the return of rationality in art education, and a fair andreasonable, service public education provided by the education administrative reformand the government.This thesis is closely linked to the time theme of education and the social reality problem, and aiming at the problem of art college entrance examination’s traininginstitutions about standardized management in Sichuan province, we shouldsynthetically use the field investigation method, interview method, literature review, anddata analysis, through the case analysis and the overall analysis, and on the basis ofpredecessors’ research, first of all, from the background of the popular training marketof art college entrance examination, we should focus on thinking about the publicproblems brought by the heat of art college entrance examination, and carefully analyzethe current situation of art college entrance examination’s training institutions, andunderstand correctly the present situation of art college entrance examination’s traininginstitutions lacking supervision in multiple dimensions; Secondly, from the government,training institutions, schools, society, and family five aspects, we should explore thedeep reason of lacking supervision for art college entrance examination’s traininginstitutions; then we systematically analyze the influence of the art college entranceexamination’s training institutions lacking supervision for the school, society, family,government, teachers, art education and talents cultivation; Finally, from thegovernment, training institutions, society, schools and families several aspects, we putforward some proposals and methods for standardized management of art collegeentrance examination’s training institutions. Establish a multiple regulatory system ofgovernment guidance, the department of education supervision, self-disciplineorganization and social supervision.
