English is both a tool of communication and means of cultural dissemination. However, the misunderstanding of emphasizing the fundamental knowledge while ignoring the general education exists in college English teaching, which hinders the cultivation of compound talents. Thus, the research of culture teaching in college English under multicultural perspective is of great theoretical and practical significance. According to the relationship between language and culture, and the description on cultural pluralism and diversity from "WORLD DECLARATION ON HIGHER EDUCATION" and "Universal Declaration on Cultural Diversity", the theoretical basis of this thesis is illustrated. The cultural loss from the main body, objectives, strategies and evaluation of college English teaching is analyzed. For the sake of breeding compound talents with intercultural communication competence, culture teaching is indispensable in the above four teaching aspects. What’s more, the implementation of culture teaching in college English is put forward, including establishing proper culture-teaching concept, building up multicultural teaching objectives, enriching culture-teaching strategy, and developing scientific culture-teaching evaluation system. Based on a text of the "New Horizon" college English teaching material, the education idea of cultural pluralism is blended into each step of the instruction design in order to offer new thoughts for the breeding of compound talents.
