Whether spoken or written language, only with language, can we obtain the knowledge besides direct experience. The most important function of language is to achieve communication, while spoken communication is the main form of language communication. Therefore, the study of oral communication is the priority in language application. Oral communication is a language exchange activities which uses oral language and body language to communicate and express emotion to achieve a certain communicative purpose under a particular situation. It reflects a person’s knowledge, accomplishment and so on. Many researches on spoken communication in academic circles are mostly confined to the teaching dimension and only raise some general and obscure measures. They don’t put forward the practical measures even though they know where the problem lies. The study in course dimension of spoken communication is rare. The course content about the spoken communication should teach is always obscure."One can’t make bricks without straw", the lack of the course content will result in unsatisfactory of textbooks and teaching quality. Nowadays, the theories on the spoken language and the research about courses have always remained stagnated, so do students’spoken current situation, Which needs us study this field in different insights and then make up for the lack of course content of spoken language.This paper contains four chapters, as follows:The first chapter mainly introduce the origin and significance of this study, defines the conception and explains the ideas and methods, and research situation at home and abroad. The second chapter is the study of listening and speaking course design of Australia mother language on "Curriculum standards and frameworks"’, Which is analyzed in three areas:the overall orientation of the curriculum, the features of content design and course content structure. The third chapter mainly made make comparison of listening and speaking course content in native language curriculum standards respectively between Australia and United States, Germany. The fourth chapter, also the last chapter, mainly put forward the enlightenment of the listening and speaking course at abroad to our Chinese oral communication.In a word, in order to help the creation of the listening and speaking course in china, this paper based on "Curriculum standards and frameworks" in Victoria of Australia,"the Curriculum Framework of German for Grade10at Comprehensive Secondary School in Germany","English language arts core curriculum" in New York of United States, analyzes deeply and specifically the overall orientation and course content in listening and speaking course design of English curriculum, makes suggestion to our Chinese oral communicative course.
