The material used in this paper is excerpted from the Researches of the Culture and the English Language Concerning PSC, which focuses on port state control culture as its name suggested. Based on ten thousand English to Chinese translation materials, this paper mainly explains the translation techniques of adverbial clauses from English to Chinese in maritime documents. This paper consists of four parts and they are task description, process description, case analysis and conclusion, among which case analysis is the most important part. In this part, by some adjustment of clauses, the author analysizes the English to Chinese translation skills from three aspects. The theory of this paper is raised by Hans Vermeer’s Skopos, and he advocates the translation materials should confirm to the linguistic habits of target language. Compared with other theories, Vermeer pays more attention to the readers and he thinks the focus of translation is to express the original massage to readers. He also advocates that translation purpose should be determined by translation methods and strategies, and translating should regard target language as its objective orientation. Through translating this material and writing this paper, the author has always taken this theory as guidance, and tried to confirm to the linguistic habits of target language. The author believes a good translation should confirm to the linguistic habits of target language and reader’s reading expectation.
