Research On Cultural Construction In Un-urban Areas Of Rui’an City

Culture is the soul of a nation, and it represents the accumulation of the deepest national spirit. Culture exerts deeper and further-reaching influence on a country than economics and political development. The slow development of culture could always limit economic growth, societal progress, ecological conservation and even political civilization in certain ways.At present, our country is in the critical period that accelerating the transformation of economic development mode and society. The Sixth Plenary Session of the Seventeenth Party Central Committee has put our attention back onto "culture" and has proposed some new and higher requirements in terms of promoting "great development and boom in culture". In recent years, with the implement of constructing jobs of "construction of prospective cultural province in Zhejiang" and "advanced cities with national culture" in Rui’an, the construction of public culture service has reinforced and cultural activities among rural and urban mass groups have presented good development posture. Long-term influence of distinctive systems for rural and urban areas, however, has stopped the synchronous development of culture in these two types of areas. The government uses so many resources for "culture par excellence" in cities when developing the cultural industry that often ignores "culture at the grassroots level" of lower-levels in rural areas which then turning into places forgotten by people. In the period of social transformation, the need of culture in lower-levels from rural areas is increasing everyday. This forms an overt contradiction with the supply of public cultural products and services. Especially the phenomena, which people forget honor at sight of money, lose their honesty and morality, creating unreasonable troubles or gambling in groups etc. are commom occurances, which have the direct relation with the problems of insufficient guidance, poor development of folk culture and inadequate fulfillment of cultural needs.This paper is based on field investigation and research in people from lower levels living in Rui’an at the aspect of mass cultural construction, from which current situations have been clarified. It has been summarized some problems existing in culture construction, such as the imbalance of cultural development in rural and urban areas, the stagnant construction of lower-level cultural infrastructure, the apparent contradiction between supply and demand of public cultural service, the lack of workforce in cultural construction etc..From further analysis, inadequate understanding, lack of supervision and weak propaganda work can be seen as the main factors that restrict current mass cultural construction in lower-levels from rural areas in Rui’an. Lastly, suggestions including innovation of guarantee mechanism, enhancement of financial input, consolidation of workforce, exploration of patterns for cultural work, uncover the mass culture that features the group, reinforcement of cultural sites in rural areas etc. have been proposed.
