Objective: the scale development of learning burnout in IRT, scientific filter of programs together with the inspection of scale validity provide not only solid foundation for the further study in the theory construction of learning burnout in secondary school but also an effective assessment tool for certain relevant researches about learning burnout.Method:1. Tests were based mainly on the combination of theory and the analyses of examples. Both the model of theory construction and the content of these tests were assured in the way of interviews and open-ended questionnaires according to loads of domestic and foreign references and researches.2. Based on IRT and GGUM, content validity, criterion-related validity and construction validity have been filtered, reorganized, and inspected.3. Stratified-cluster sampling in this research covered1710valid samples in Changde city, Changsha City, Liuyang City, Xiangxiang City, Zhuzhou City, Liling City (all in Hunan Province),795of which were boys and the rest915were girls, more specifically,276students,448students,266students,277students,278students,165students were in from seventh to twelfth grade respectively. Result:1. This scale of learning burnout in secondary school consists of33items and5sub-scales composed of physical exhaustion, emotional exhaustion, academic alienation, alienation, sense of low achievement.2. The result of CTT demonstrates that a parameter in scale is0.945while that in sub-scale is between0.830-0.892; the fit index shows nicely in regard of confirmatory factor.3. In respect of the location index and distinguishment assessed by GGUM, the first is about-3.12to-1.84and the other between0.51to1.63. The function of this scale is consistent with IRT standards.4.Differentiation on the level and characteristics of burnout describes in detail the differences between scale and sub-scale in gender, grade and whether they have siblings or not.Conclusion:1. The psychological measurement index of this scale containing33items and5sub-scales could be served as an effective tool for the inspection of learning burnout level in secondary school.2. Differences exist in gender, grade, and whether they have siblings or not.3. IRT is of suitability applied in the the scale development.
