The idea of welfare state has been applied to the political practice of every state since it was proposed. As the development of economy, the level of democratization and the pressure rising from interest groups exist much differences, the welfare transformation of the whole world has varied. Nowadays, the benefits of welfare system are related to human rights and are good predictors for the effective governance. Therefore, it’s not surprising that North European states often encounter claims of cutting down welfare benefits, but advances are hardly achieved. Also, those countries with poor welfare construction always receive the proposal of strengthening welfare.Though Esping-Andersen has introduced the theory of "three worlds of welfare capitalism" and it was soon accepted by the public, yet the category is mainly towards western countries. Considering the different historical stages and cultural differences, the varieties of welfare system can attain a wider space. Eastern Europe welfare system this article attempts to study once experienced the inclusion of socialism after the world war two and this welfare system has the characteristic of ideology. However, as the division of Soviet Union, Eastern Europe countries began to the economic and political reforms moving to the west world. Together with it is the radical reform of socialist social system reform.Currently, the study on Eastern Europe welfare system just rests on the introduction of the welfare policy development, lacking the systematical analysis of it, not to mention the study of its incentives. This article carries out the study in the following ways.First, it begins with knowing about the origin of Eastern Europe welfare system and then the historical development of it. Secondly, Centering on the welfare system during the transition process, it analyse the incentives of it. The construction of this article consists of three parts. This first part is about the intention of writing this essay, the study situation of my topic and the analysis methods. The second part is composed of five subparts, including the definition of welfare model theory, the evolution stages of Eastern Europe welfare system, the case study of four Eastern Europe countries, the incentives analysis of welfare reform. The final part is the review of the whole article.
