Establishing a multi-pillar pension system is an important measure of pensionsystem reform in the transition countries of Central and Eastern Europe. Under thebackground of the political and economic system transformation, population aging andglobalization, the questions of pension deficit and fiscal unsustainability problems arebecoming obvious, and these problems are related to the imperfect pension system. Thispaper mainly explained the situation and economic changes of the Central and EasternEurope after the pension system reform by theory,empirical and comparativeanalysis,and then found the necessity to reform the pension system in the Central andEastern Europe.At the same time, by researching the pension system reform in the transitioncountries of Central and Eastern Europe,this paper further analysed the performance,advantages and disadvantages of the pension system.By that,it can offer more powerfulsupport to face with the upcoming population aging for China.The first part states the background and conditions of the pension system reform inCentral and Eastern Europe from three perspectives,and they are the pure traditionalpay-as-you-go system that no longer meets the need of reality, all countries face to amarket economy system transition, the trend of aging population increase;The second part is the core part of this paper, and it expounds the pension systemreforms of Central and Eastern Europe countries under the population aging andeconomic transition conditions.Besides,it discusses the influences on the nationaleconomy of each pillar system, and makes the series of comparisons for the pensionsystem reform.The third part summarizes the pension system reform performance, advantageeffects and the defects of the Central and Eastern Europe;The last part mainly summarizes the inspirations of the multi-pillar pension systemreform in Central and Eastern Europe countries to China from five aspects.
