The target group is the main executor and an important part of the whole public policy. Nowadays, the rural public policy is becoming the focus of policy study as its importance in rural fast development.The effect of the policy implementation depends on farmers’ behaviors. So it’s significant to study farmers’ behaviors and the influencing factors.Behavioral science theories and public policy implementation models are introduced in this paper which bases on the298questionnaires survey of fruit trees project in Dafang County Guizhou Province. Logisitic regression model analysis is used in order to find out the main affecting factors. And all of the main affecting factors are illustrated as follow:1. The number of agricultural labors in the target family has a positive impact on the behavior of the target groups to participate in the policy.2. Higher yield of the main crops a family has will cause this family intend not to support our rural public policy.3. A larger scale of the total land a family has will cause this family intend not to support our rural public policy.4. The larger scale of the sloping land the family has will give them a stronger will to join in the policy.5. Generally, the householder intends to join in the policy if he easily follows his neighborhoods’s behavior in this project.6. A fair policy always be supported by target groups.7. A family who approval this policy usually follow it.8. A higher price of the fruits also takes more supporters.Based on analysing the results, followed proposals to encourage target groups to participate in such a rural public policy, the proposals are shown as follow:1. Provide various measures to promote the target families’income.2. Give vocational education to enhance their capability.3. Create a fair and open public policy environment to encourage the target groups to participate in our policy.
