Research On The Influencing Factors Of Public Mobile Government Use Behavior In Lhasa

In recent years,the mobile communication technology in Tibet has developed rapidly,and the penetration rate of mobile devices has increased year by year.The mobile 4G network has achieved basic coverage by the end of 2017.The development of Tibet's e-government has been unable to meet the needs of the current public in Tibet,and mobile government has adopted it.Mobility,flexibility,timeliness,diversity,and personalized design have become a new way for the Tibetan government to provide public services to the public.However,the construction of mobile government affairs in Tibet started late,the development is uneven and imperfect,and there are also many problems.Therefore,in order to improve the public service level of the government in Tibet and promote the construction and development of mobile government affairs in Tibet,it is of great and far-reaching significance to study the influencing factors of public mobile government use behavior in Lhasa for the construction of mobile government in Tibet and the improvement of government public service capacity..Based on the research on the influencing factors of the use of mobile government affairs at home and abroad and the related literature,this paper takes Lhasa as a case study area,and studies the movement of Tibet from the public perspective of Lhasa City and the actual situation of mobile government development in Tibet.The status of government affairs construction,existing problems,public mobile government use behavior and its influencing factors.In addition,based on rational behavior theory,seamless government theory,innovation diffusion theory,trust theory,technology acceptance model(TAM),acceptance adoption and integration utilization model(UTAUT),this paper introduces perceived cost,convenience,government trust,technology.Eight factors including trust,service quality,entertainment perception,subjective norms,and compatibility,as well as seven social demographic variables such as gender,ethnicity,age,education,occupation,income,and experience,have constructed the influence of public mobile government use behavior in Lhasa.Factor model." Based on the model,the research hypothesis is further put forward: Perceived cost has a negative impact on the public mobile government use behavior in Lhasa,convenience,government trust,technical trust,subjective norms,service quality,entertainment perception,compatibility,etc.There is a positive impact on the public use of government affairs in the city,and there are significant differences in the various influencing factors and usage behaviors of the public government with different social demographic variables.In this paper,statistical software SPSS25.0 is used as a tool to comprehensively analyze the influencing factors of public mobile government use behavior in Lhasa by using correlation analysis,independent sample t test and variance analysis.The research conclusions show that in addition to gender and occupation,there is no significant influence on the behavior of public mobile government in Lhasa.Perceived cost,convenience,government trust,technical trust,subjective norms,service quality,entertainment perception,compatibility and other factors are on Lhasa.The public mobile government use behavior has a significant impact.The demographic variables such as ethnicity,age,education,income,and experience will also have a partial impact on the various influencing factors and usage behaviors of public mobile government in Lhasa.Therefore,the Tibetan regional government should comprehensively consider the factors affecting the use of public mobile government in Lhasa from the public point of view,and build and develop mobile government with the characteristics of Tibet.For example: transforming the traditional concept of government affairs,enhancing the public's ideological understanding;improving relevant policies and regulations on mobile government affairs,promoting the legislative construction of mobile government affairs;strengthening the construction of talent teams,improving the level of mobile government services;narrowing the digital divide and promoting the movement of various regions in Tibet Balanced development of government affairs;improve the mobile government platform in Tibet and establish a mobile government system with Tibetan characteristics.All in all,the research conclusions of this paper have certain theoretical and practical significance,and have important reference value for the government of Tibet to improve the public service level of the government.On the one hand,it has raised the public's democratic awareness to a certain extent;on the other hand,it is conducive to the construction and development of mobile government affairs in Tibet.
