Since the1990’s, with the networks popularity and its development, internet has become the Forth Media after the newspaper, radio and television, which has been playing more and more roles. The internet communication creates a new communication pattern in which more and more net citizens have the right to speak, to discuss and to dispute. This communication pattern brings a shock to the traditional communication and forms a new style of media supervision. Because the network supervision’s characteristics of anonymity, universality, transparency, timeliness, interaction, it has a great promoting effect on the democratic politics and social life. However, the network supervision mechanism in China is still imperfection, so that it does not play its real effects in democratic supervision. For instance, the relevant laws and regulations about the network supervision the China is imperfect, lacking a powerful legislation environment, the government acts passively when dealing with the network opinion.Based on such background, the author analyses the intensions and characteristics of network supervision, describes the current situations of the network supervision development, and the problems in current network supervision. Then, this paper studies on the realistic significance of network supervision and how to improve the network supervision.The first part of the thesis is about the relevant concepts of network supervision, and literature review at home and abroad. The second part of the thesis is about the current situation of network supervision in China, especially the scope and results of network supervision. The third part of the thesis is about the characteristics of network supervision and three different models of network supervision mechanism. The forth part of the thesis analyses the problems within the working network supervision mechanism from the perspectives of laws and regulations, the passivity of government and the internal supervision of the government. Finally, the author puts up with some suggestions for improving the network supervision mechanism, in order to make the network supervision in China better and make it play its real role in democratic supervision.
