There is no doubt that since the reform and opening up, China has undergoneenormous changes, has made noteworthy achievements. However, in the process oftransforming our country from a traditional society to modern society, we alsoencountered a lot of human resistance. We have encountered resistance before thisarticle, a series of studies is often overlooked one important aspect, namely, from theresistance of the local government. This paper aims to study the location of the localgovernment in our society, the obstacles from the traditional to the modern process ofchange.
