Transition Of Local Government Roles

As the fundmental part of a state, the local governments play an importment role in the operation of the whole country. As China is in the transition from planned economy to market economy, the local governments have more duties. How to divide the political and economical rights between the central government and local governments and what functions do the local governments have are becoming significant theoretical and practical subjects under this background.This paper uses many theorys of politic and economy to analysis the role of the local gonernments play. And the paper analysises how to both promote the local governments to boost their economy and protect the sovereignty of the central gonernment as well as what functions the local governments have.The paper gives the clear definition of the local government and the definition which applys to our country. Then introduces the changing roles the local governments have played since 1949 and the wrong roles the local governments are now playing in some fields. Then the paper draws a conclusion that we should divide the rights between the central and the local governments in the political and economical aspects first. And the local governments get their functions according to their legal rights.
