Mass incidents is triggered by some social contradictions and made up by specificgroups or unspecified persons.People in mass incident havn’t legal basis gatheredtogether and create negative impact on society.People use verbal behavior or physicalconflict to express their demands and proposals, to fight for and protect their owninterests,or to let off steam, to create an impact,and thus have a significant impact onthe social order and social stability.With the continuous development of the reform andopening up,chinese social structure changed enormously. Different interestgroups,especially in the government and the public,break out many conflict which bringabout big affect to social stability and have a multiple trend.So many mass incidents and public dissatisfaction indicate that phenomenon ofgovernment power out of norms is widespread,such as the power of the governmentencroach the mechanism of interest expression,damage the autonomy in country,abuseof power and so on,which are due to the corresponding legal mechanism is not goodenough, accountability system does not play an effective role.This thesis choose theWuKan incident as case study,in order to summarize the legislation mechanisms ofregulating government power and get good administration.This thesis contains four parts:The first part is an introduction, which introducesthe background of this paper, current research and content of study;The second partnarrate the Wukan incident, combing the whole process of Wukan incident,summarized its characteristics;The third part is based on the second part to extract themisconduct of governmental authority in the Wukan incident.The fourth part is theregulation measures of government power.
