An Analysis Of The Mass Incidents Of Rural People Safeguarding Their Rights In The Social Transition Period

With the continuous deepening of reform and opening up, the urban and ruraleconomic and social development of our country implements the unprecedented greatchange, which marks our country’s transition period of social transformation fromagricultural society to industrialized information society, from traditional society to modemsociety, from closed semi-closed society to fully open society. The change of socialstructure，the shifting of mechanism, the adjusting of interest and the change of ideologymake the social differentiation of powerful groups, potential groups and vulnerable groupsin class. However, the differentiation of social groups will inevitably lead to the interests’differentiation, interests’ conflict and interests restructuring. A lot of contradictions willaccumulate in the interests restructuring process, which will set off all types of massincidents under certain conditions. The mass incident of rural people safeguarding theirrights is a concrete embodiment of all sorts of contradictions during the period of socialtransformation and in fact, it has become an urgent problem which concerns our country’seconomic development, social stability and the interests of the people. Therefore, Carryingout an intensive research on this question has very important theoretical and practicalsignificance for the promoting of the rural economy and social development, strengtheningthe construction of democracy at the grassroots level system, maintaining the ruralvillagers’ autonomy rights, realizing the social harmony and maintaining social stability.Based on the existing research results, this paper focuses on having a comprehensiveanalysis of the current development of the mass incidents of rural people safeguarding theirrights in recent years, especially taking the representative guangdong wukan incident as asampling case in order to explore the new situation, new problems and new characteristicsof such domestic events. Based on the historical materialism and dialectical materialism asthe theoretical guidance and adhering to people’s position and people’s interest, this paperis divided into six parts to explore the problem. The first part is introduction, mainlyincluding the research significance, research status, research contents and research methods,especially the scientific definition of the concept. The second part is an overview of wukan incident, including the statement and exploring of its causes, development and results inthe order of time. The third part is a comparative study of the new characteristics of themass incidents of rural people safeguarding their rights revealed by wukan incident,including the highly organized action, the new media of publicity and the comprehensiveintegration of the content. The fourth part probes into the roots of the mass incidents ofrural people safeguarding their rights, including the falsification of the villagers’democratic autonomy, the distortion of the villager’s interest by the village managementmechanism and the obstruction of the villager’s rights protection mechanism. The fifth partputs forward the prevention and countermeasures to dissolve mass incidents of rural peoplesafeguarding their rights. To fundamentally prevent and resolve such events, we mustemphasize the three scientific principles of persisting, preventing and dissolving, detail andimplement the rural villagers’ autonomy system, strengthen the construction ofanti-corruption system, perfect the rights protection mechanism and make the bidirectionaland multi-level right protection channels smoothing o fundamentally prevent and resolvesuch events. The sixth part is the conclusion, which is a comprehensive, systematic andscientific summary of this research.
