The basic public services of urban and rural areas is a public product of china’surban and rural residents to provide equitable access to government. Since china is atypical urban "binary" social gap between urban and rural areas is more prominent, thereaction is the formation of non-equalization of basic public services in urban and ruralareas in the basic public services. Compulsory education as an important part of thebasic public services in urban and rural areas, the degree of non-equalization is moreobvious, this is not only contrary to the fair, but also affect sustainable development ofthe economy. Only to protect the supply of urban and rural compulsory educationequalization of urban and rural children have equal access to compulsory educationrights and opportunities, in order to ensure maximum education equity, to ensure thesurvival and development of equity.Located in the western region of the municipality of Chongqing, the various policymeasures to promote the development of compulsory education in urban and rural areasmade remarkable non-equalization of urban and rural education. Obviously, narrow theurban-rural gap in education, equal development of urban and rural education is anurgent need to address the major issues. In this context, we are very necessary in-depthunderstanding of the non-equalization of the status quo of Congqing urban and ruraleducation, evaluation of the extent of the gap between urban and rural education,analysis of the causes and propose practical solutions countermeasures.This paper will equal Chongqing urban and rural compulsory education intoresearch centers,"China Statistical Yearbook","china’s education funding statisticalyearbook" and other relevant data, through a comparative analysis of the statistical dataand the quantitative estimation of the Theil index to analyze the degree of equalizationof Chongqing urban and rural compulsory education, mainly to use of student funding,student dilapidated house, student total value of fixed assets, machines per student, thestudent-teacher ratio, teacher titles ratio indicators Chongqing compulsory education inthe three aspects of education funding, school conditions and teachers ofnon-equalization by quantitative evaluation, and analysis leading to the mainnon-equalization of Chongqing urban and rural compulsory education, urban and ruralareas "dual" structure, the problem of rural poverty, education policy and compulsoryeducation, education management system. In order to solve the chongqing urban and rural compulsory education in non-equalization required to break the urban and ruralareas "duality" of the detention of the structure, urban and rural development;constantly improve education management system, to enhance investment in educationbody, improve the transfer payment system; improve the urban and rural teachesmobility system, strengthen rural teachers;accelerate rural economic and ruraldevelopment, promote the settlement of "Three Rural Issues". The only way to achievethe equalization of Chongqing’s urban and rural compulsory education have a solidsystem and mechanism of protection.
