Study On The New Grid Management Model In People’s Livelihood Service Of Zhong County In Chongqing

Social management is one of the basic functions of government. The traditionalmanagement mode in our country is a top-down vertical hierarchy, which leads to theunsmooth information transmission way, low efficiency, single management subject,obsolete management idea, etc. With the changing of social public demand in socialmanagement, people’s livelihood issues are highlighted, including food security,employment, income distribution and social security. Social contradictions issignificantly increased, which caused great influence on the society. At present China isin the social transition period, so important strategic tasks of social management is tochange the status, improve the scientific level of social management, accelerate reformin the social system, constructing the social management system of socialism withChinese characteristics.Grid management new model basically is a kind of social management innovation.It’s flat network structure accelerates the speed of information transmission. Thepeople’s livelihood services oriented to the social needs, breaking the traditionalmanagement concept, function, control and operation mode, breaking the communicationbarriers between different agencies and departments. It has realized the dynamic sharingin information resources and collaboration between government departments, built aflattening, decentralization, seamless, democratic management mode. This kind of newmodel builds up many people’s livelihood service teams and refine the responsibility bymesh generation. The information transmission between the masses and the governmentdon’t need to pass by the hierarchy. The communication platform was changed and the theefficiency was improved by direct information acquisition. It also makes the informationsymmetry between the government and the public.Based on the background of grid management in Zhong County of Chongqing, theauthor analyses the necessity and possibility of new mode. Then detailed analysis theoperation mechanism in seven aspects, including the grid management model, partycommittee leadership, management, service, problem handling, supervision, evaluation,publicity and training. Finally summarizes the experience and revelation of new modelby practise achievements.
