The Competency Modelling Study Of Community Police Of ShaanXi Province

There are two main issues for Community Police Competency. One is to identifywhat kinds of competencies excellent Community Police should have. The other ishow to scientifically measure Community Police Competencies. So far, the academicstudy of competency is widely used in the enterprises, government depatments,institution and other deparetments. However, there are a few police competencystudies. Besides, most studies of competency models developed through experiencesand qualities methods are lack of qualitative methods. So, the reliability and validityof constructed competency models statistically not fully tested affect the reliabilityand validity of competency models themselves.The subject of the study focus on community polices of ShaanXi province, theCompetency Questionnaire of Community Polices is developed by qualitativeresearch and empirical methods, meantime, the community police competency modelsis composed of five dimensions. Based on the literature analysis, Critical incidenttechnique is applied to interview4excellent community polices. Through bothinterview materials analysis and results of experts’ discussions, the behavior-basedcompetency questionnaire was developed. Then, using SPSS17.0statistics softwareand AMOS7.0software to analyze the questionnaire data collected by competencyquestionnaires, the analysis results reveal that the community police competency is amulti-dimensions construct, and can be reflected by behavior. The community policecompetency model in ShaanXi province is composed of five dimensions: knowledge，skill, social roles, attitude\values, characters, which includes14factors.This paper has two main contributions. One is that it firstly studies thecompetency of community police, which extends the competency application. Theresults of the paper could be applied to promotion and training of community police.The other is that it provides the new method of collect competencies, which is usingboth critical incidence interview and police experts to exstract the community policecompetencies data from the excellent community police recommended by policeexperts. The situation competency research of police is totally different from whatclassic technique of BEI requires. Because, these days, it is not clear enough to evaluate the police job performance by scientific performance standard, and there isno performance standards fairly for police.
