Competence&Competency research began in the early 1970's in U.S.A. People have been asking a question: what is it that differentiates excellent performers from average performers? These differentiating characteristics have come to be called competencies. Most of researchers agree that find these differentiators and the approach which can measure them can be used to help hire better employees, appraise employees, and help them improve their performance. competencies are enduring traits or characteristics that help determine job performance.With the rapid development of Chinese economic, the arbitration, as the general disputes and dissensions resolution connectted with the customs of international economic activities, has been applied more and more extensively in the domestic economic activites. Therefore, the arbitrator, as the new professional role in the economical disputes resolution in accordance with the law, is important. Consequently, it is necessory to build the model of competence applying its special career requirement and orientation by the scientific method because there are some characteristics of arbitrators, including the vocations covering borden, the profession spaning widen and the part-time accession.This research was just developed on the foundation of competence theory and practice by behavioral event interview, questionnaire investigation, statistical analysis and induction, and used SPSS to analyze the characteristic factor and set up the competence factor model of arbitrator. Through investigating arbitrators nine competencies are identified which are value concept,mental character,self-contraol,fullgrown,communitylize,abality in verdict,judgemen administe,gxud of career and basic abality of career. It is found that the the competency model of arbitrator includeing:nine compertencys and amny behaving factorts, such as recognize, persuade others , express , sensitivity, ability to investigate research, information integration, ability to comprehend and ability to administer, benefit others behavior, self-respect, self-confidence, trust others, ability to communicate, self-control, firmness, independence; adaptability to change, adaption to change and so on.According to the otherness inspection and analyse of the difference about the gender, the age, the education background, the career and the fixed number of year as an arbitrator, there are some obvious distincts for the competence characteristics between the arbitrators about their different gender, age, education background, career, fixed number of year as an arbitrator and the number of arbitral cases.The results and findings in this research are helpful to arbitrator management including selection, training and development, performance appraisal, compensation management and career development planning.
