After the Reform and Open Policy has been implemented our country’s economicconstruction, political construction and cultural construction have been developingwith tremendous speed. But at the same time, the moral quality of the administrativestaff has not been significantly improved; instead, there are a lot of the phenomenonruns counters to the ethical and administrative, part of the administrative staff use theauthority of citizen, engaging in malpractices for personal gains, making the deal withright and money, seeking the right for rent. Therefore, these give rise to a series ofcorruption. Scholars who are in related fields have paid highly attention to thesephenomena. Analyzing of the reasons for these phenomenon from different sides, andto seek solutions. At present, most scholars analyze of these phenomenon form ethicalfault behavior and view of the role conflict.This paper starts the analysis from the perspective of administrative ethics,considering the conflict of interest is the ethical dilemma. Administrative staff’s theconflict of interest is the root of losing a series of administrative ethics. Administrativeethics is the performance of the conflict of interest. From three parts of this paper todiscuss problems. The first part will give a brief introduction to the development of theChief Ethics; the second part focuses on the relationship between conflict of interestand ethical misconducts; as well as a concrete manifestation of the conflict of interest;the third part analyzes the causes and hazards of a conflict of interest;the last part puts forward methods and suggestions of that the reasonable managementabout conflicts of interest.
