Research And Tentative Solution On Difficulties Of Interests Demand Of Urban Social Vulnerable Groups In Transition Period

China has entered a peculiar period of social transformation ever since the Reformand Opening-up. With the acceleration of social transformation and the development ofeconomy transition, society hierarchy has been irreversibly differentiated and reformed,and the interest re-adjustment has undoubtedly extended the gap between the rich andthe poor hierarchically, which forced a group of people divested as vulnerable, from theurban society. With the extension of the gap between the rich and poor, the city and thecountryside, and the regional gap as well as the intensification of interest differentiation,the urban social vulnerable group appears to be spreading and causing severe problems,which in return makes the social contradiction much more visible. A solution to theinterest discrepancy of urban social vulnerable group means practically and significantlyto retain a stable and build a harmonious socialism society, to facilitate a healthy andrapid development of economy and society.This paper tentatively demonstrated the definition, structure and feature of urbansocial vulnerable group during transition period, based on the comparison and analysisto the current studies both at home and abroad, and fundamentals namely Sociology andManagement Principles. It articulates the current state of urban social vulnerable groupby studying their minimum basic standard of living, laboring, social insurance andhousing, further leading to the mechanism to their interest demand, which is acontinuous loop expressed in Request-Process-Feedback form, by several vehicles andchannels to request their demand to Party, local governors or public authorities, in theirdemand of economy, socialization, culture and politics. Taking a further step on thisdirectional basis, the difficulties for the urban social vulnerable groups to sort to theirinterest demand is discovered in their subject consciousness, expression and deliverymechanism, case being accepted and being given feedback. Solution is proposedrespectively on judiciary, administration, policy, community, non-governmentorganizations, mass media, subject consciousness, to really realize and protect theirinterest and practically solve the difficult situation of urban social vulnerable group, andonly through the common focus and effort from the nation, society and individual.
