On The Improvement Of Low-rent Housing Distribution System

Low-rent housing is provided to low income family in the town with a low rent housing by the government, and it is an important part China’s housing guarantee system. Low-rent housing was launched in1998, now it has been implemented for more than ten years. It increases the supply in the housing market, easing housing problem Low income urban families, promoting the social development and the stability of society.A lot of problems are exposed in the process of implementing Low-cost housing system, such as cheating the rent, false declaration, even the government cheats for subsidy funds, all of these show that there are serious shortages in our low-rent housing system at present. In2012, China will continue to promote large-scale construction of low-rent housing, making a deep study of low-rent housing guarantee system, analysising the problems exposed in the process of the construction of low-rent housing, which has important practical effect and rich theoretical significance.Firstly, some related concepts of low-rent housing distribution system are introduced, as we know low-cost housing is a social welfare system, which has characteristics of security, public welfare, subsidies and so on. During the new period of social development, which implements the scientific development concept, low-cost housing in our country has wide social and economic base. In the world, the countries and regions that are of more perfect welfare system have mature housing guarantee system, in America, Britain and the regions of Hong Kong and Macao, the implementation of the policy of low-rent housing effectively improve the local residents’living condition. Then, some shortcomings existed in the low-rent housing are analyzed. At present, our low-rent housing distribution system faces the problems of weak legal system construction, narrow coverage, imperfect access exit mechanism and serious violations, the above items affects the implementation of low-rent housing seriously in our country. Finally, on the base of carefully studying the low-rent housing distribution system in our country, this paper makes a conclusion that we can further perfect our country distribution system of low-rent housing through the following ways, such as to improve the low-cost housing related laws system, establishing funds for the security system, and perfecting the access to strengthen the legal responsibility and withdrawal mechanism, so as to improve the living condition for urban families in China.
