China since ancient times lines by agriculture, rural problem is the main problem of China, The Study of the Rural basic public service policy of New Guixi during The Period Of The Rural Construction(1931-1945), help us to understand that history and solve the problem of agriculture, rural areas and farmers, and offer solutions to specific problem based on history. There are more theses and works related to the New Guangxi Clique. The Guangxi’s rural construction movement is a more extensive and huger project and relevant theses and work have only studied the content in a certain respect for different purpose or the space is limited. The author study to the rural construction movement of Guangxi synthetically and research to the field no studying from the political, economical, military cultural respect using history study method. The author study to background course and result of Guangxi rural construction movement systematically, thoroughly and deeply, and clarify the clue and the historic feature of rural construction in that period. On the other hand the author summarize the character of Guangxi s rural construction movement, comparing it to the others, and comment on the impact of it, using the modern theory. I devide the construction by four parts, the system construction, economic constrction, culture education construction, rural social security construction. By doing this, I could analysis the system, summarizes the characteristics of the policy of New Guixi during the rural construction period. In order to finish this paper, I use of public management theory, the new rural construction period of Guangxi rural basic public services is evaluated.
