Orderly Study Of Urban And Rural Basic Public Service Equalization Issue

The equalization of basic public services, which is very beneficial to speeding the process of urbanization, narrowing the gap between cities and rural areas, promoting the social equality, not only make sure all people can share the achievement of development, but also is a inevitable requirement to the building of harmonious-society. Because of the long-standing policy reasons, is very difficult for China to achieve equalization of basic public services between different regions, classes,and between cities and rural areas. In the contents of equalization of basic public services, the equality of cities and rural areas is of great important. The existence of huge gap of basic public services between cities and rural areas is the first problem we have to solve. As a result, it will has great practical and theoretical significance to making a study of equalization of basic public services, and exploring a set of effective solutions.The paper selected three districts of Chengdu as an example to study the equalization of basic public services in urban and rural areas, the first of the urban and rural equalization of basic public services related concepts and theoretical analysis are described, and the use of literature analysis method is simple overview of the country foreign research status; then, according to urban and rural equalization of basic public services connotation, based on the Chengdu to promote the equalization of basic public services in urban and rural areas of the process, established in Chengdu urban and rural equalization of basic public services evaluation system, through comprehensive evaluation of these three degree of equalization of basic public services districts were quantitative analysis; Then, explore the reasons for these differences, through in-depth study found that the supply system of urban and rural basic public services, public finance system, transfer payment system, basic public services and the need to provide the main single expression mechanism is not smooth result Chengdu urban and rural basic public services the main reason for the non-equalization; Finally, this paper combines Urban and Rural basic Public service Equalization actual situation, put forward in Chengdu urban and rural equalization of basic public services Suggestions:establishment of a unified basic public service system, improve Chengdu City public finance system, improve the transfer payment system, basic public services and the diversification of supply and improve basic public service-oriented government performance evaluation system and so on. I hope that through these studies and measures can provide a theoretical basis and decision-making reference for the urban and rural areas of Chengdu and the country to promote the equalization of basic public services.
